A man's body is found near Shirokane Nishi Park, and Shoichi Shimacho (Baijaku Nakamura) and Takuya Takamaru (Yuta Hiraoka), who patrol the city with Mobile Investigation 235, rush to the scene. The driver's license reveals that the victim is Masaya Tasaki (Akitoshi Otaki). In his left hand, he held a coin-shaped pendant head. Furthermore, Kurasawa Takumi (Masuda Takahisa) of the First Mobile Investigation Team, who rushes to the scene and says, ``The east side of the park is under our jurisdiction,'' discovers a suspicious car. It was the official vehicle of the vice-minister of the Ministry of Health, Labor and Welfare, and Tasaki was the driver. However, Vice-Minister Yukie Shigeta (Mayumi Wakamura), who was on board with her, is nowhere to be seen. Takamaru is disappointed that the credit has been stolen from him, but later, while working on another investigation, he witnesses Kisou 136, carrying Kurasawa and others, entering a hospital in Shibuya Ward, which is outside of his jurisdiction. Why on earth did you go to the hospital...? Around that time, secretary Tomohiko Makabe (Kunori Yamazaki) and others who were being interviewed at the Ministry of Health, Labor and Welfare receive a phone call from the person who claims to have abducted Yukie! The situation develops into a kidnapping case.
