The person responsible for investigating and handling the matter is Liu Chongtian, the former mayor of Jingzhou and current deputy secretary-general of the Provincial Party Committee. When Liu Chongtian and Quan Sheng were forming the team, they had sharp conflicts over how to plan and construct Jingzhou, resulting in the situation of "one city, two systems" between the municipal party committee and the municipal government. Quan Sheng went to the Provincial Party Committee to demand absolute power in order to achieve his iron will to achieve greater glory.
