At the Dominican Cathedral of the border town of Melberg, a former territory of Finland, a murder similar to an execution was committed. Next to the victim, official Shemyakin, the killer left a message an image of a head in a hood with the inscription INQUISITOR and a quote from the Apocalypse. The widow of the murdered man hires a private detective from St. Petersburg, Natalya Serebryanskaya. She will have to cooperate with the head of the investigation team, Gerashchenko, with whom she has a long-standing conflict.

Natalya develops an affair with restorer Yegor Svenson. The city is shocked by a new murder: the corpse of the drowned Lobanov is found. There is another message on the victim’s hand, a tattoo in Latin. Gerashchenko puts forward the version that a maniac is operating in Melberg. Suspicion falls on Anton Kamenev, who served time for the brutal murder of his father. Serebryanskaya discovers identical wreaths with a melted rose intended for both victims.

It turns out that a certain stranger in a veil bought 10 wreaths from a funeral service bureau. This means there will be eight more victims. The suspect Kamenev is in a close relationship with the sniper Berta, the bodyguard of the authority Stolz. He also received a wreath and suspects Colonel Barinov, Kamenev’s godfather. But soon the colonel is found hanged in the yard of his own house.

Serebryanskaya finds out that Stolz has been poisoned and he doesn’t have long to live. Meanwhile, local investigators are working on an important piece of evidence a dog collar found in the yard of the murdered official Shemyakin. On the collar is the monogram of the head of the investigation department, Noskov... The forester Sadyrin, who kept Noskov’s dog, hides who took the dog.

Noskov discovers Sadyrin’s corpse in the forestry and, confused, buries him in the forest. Finding himself in a delicate situation, he transfers his powers to Gerashchenko. Natalya begins to develop a version in which the Dominican Order appears, on whose ancient lands it was planned to build an entertainment center. The author of the project, architect Ashot Stepanyan, who also received a wreath, decides to flee...

The investigation into the Inquisitor's case is under someone's constant control: bugs have been discovered in the department. Noskov's assistant, Kira Falk, is appointed to the investigative group as an inspector-analyst. She finds out that the pectoral cross found in the yard of the murdered Barinov belongs to Kamenev. Kamenev is detained. Kamenev’s friend, director of the Safronov Museum of Local Lore, walks his shepherd dog. While walking he gets shot...

Svenson, secretly from Natalya, helps Safronov hide abroad. Natalya begins to suspect Svenson. Gerashchenko interrogates Kamenev, but Natalya does not believe in his involvement in the crimes. Moreover, she realizes that Anton is innocent of his father’s death. Safronov becomes the next suspect. The investigation is at a loss: either the director of the museum who disappeared from the city is a victim, or the Inquisitor himself.

Trying to find her own approach to Kamenev, Kira visits him. At this moment, on Stolz's instructions, the bandits blow up his hut. Kamenev and Kira die. Natalya decides to end the dead-end investigation and goes to St. Petersburg. Bertha strives to Melberg to take revenge on Kamenev's killers. However, her father, Dr. Freimanis, fearing for his daughter’s life, imprisons her in a psychiatric clinic.

Safronov is found dead, next to him is another part of the Inquisitor’s message. The investigation also discovers the body of repeat offender Claudia Makhina, who bought 10 wreaths on someone’s instructions. Svenson comes to Natalya with terrible news: they also planted a wreath on him! Now Stolz turns to Natalya for help in the investigation. Natalya sets a condition: Svenson must be guarded by two of Stolz’s best fighters.

Doctor Freimanis becomes the next victim of the Inquisitor. Natalya finds out that all those killed were part of the commission that decided to transfer the Order’s lands for the construction of an entertainment center. Apart from Svenson, the only survivors were Father Ignatius and Stolz’s lawyer Krutetsky. At night, Svenson finishes the restoration of the temple. Despite the fact that the chapel is locked from the inside, someone enters the temple and, having killed the guards, shoots Svenson.

To protect the seriously wounded Svenson, Serebryanskaya hides him in the hospital and issues a false death certificate. She frees Bertha from captivity in order to use the death-thirsty sniper as an ally. Gerashchenko and his soldiers go to the house of Father Ignatius, but it turns out to be too late: Father Ignatius is dead.

Natalya, together with Berta, goes to a meeting with lawyer Krutetsky the last on the Inquisitor's list. He presents her with the wreath he planted. In front of Serebryanskaya, Krutetsky’s house is set on fire by the Inquisitor’s Executioner. Bertha is killed. Following a tip from the Executioner, Natalya goes to the cemetery, but this trail again turns out to be false. Is the Inquisitor really elusive?
